This is the diverter valve G which would direct fresh/filtered air either into the GPMTCP through the pipes on the left or into the airlock/decontamination system through the pipe straight ahead. This valve still turns easily. In some of the other buildings there are still springs connected to the holes in the valve handle, part of a cable and pulley system that would have made the two diverter valves work together.
